Firm Engagament for Prefeasibility studies in support of the Shymkent-Tashkent-Khujand Economic Corridor

Objective and Purpose of the Assignment 

The revised TA has five outputs: (i) prospects and potentials of increased trade integration among

Shymkent, Tashkent, Khujand cities and surrounding Turkestan, Tashkent, Sughd oblasts analyzed; (ii) Prospects and potentials of an envisaged Shymkent, Tashkent, Khujand tripartite ECD with possible expansion to surrounding Turkestan, Tashkent, Sughd oblasts analyzed; (iii) ECD related knowledge sharing strengthened, awareness raised, and capacity enhanced; (iv) Prefeasibility studies on selected priority projects in developing the STKEC undertaken; and (v) Institutionalization of the STKEC supported and facilitated.

Undertaking prefeasibility studies on priority projects for the STKEC development (output iv) is a key output of the revised TA. These include prefeasibility studies on the establishment of (i) an

International Center for Trade and Economic Cooperation between Kazakhstan and Uzbekistan (ICTEC) and (ii) a Trade and Logistics Center (TLC) in Sugd Oblast of Tajikistan. The ICTEC and TLC in Sugd oblast are complex and large projects with similar focus areas, which involve many aspects of cross-border economic cooperation, such as integrated border management, cross-border cooperation on transport, trade and logistics, customs, and wholesale market development. They involve extensive background and demand analysis covering a wide range of areas and themes. A firm will be engaged to undertake the said prefeasibility studies. In addition, the consultant will facilitate dissemination of the findings of the prefeasibility studies and provide training to government officials and other stakeholders in Kazakhstan, Uzbekistan, and Tajikistan in related thematic areas by conducting regional workshops and study tours.
