Attendees will learn about U.S. regulations on money laundering, terrorist financing, sanctions, tax fraud, and bribery and corruption as they apply to charitable donations and development investments. They will also learn about the risk assessment process and red flags of potential violations, as well as the methods of mitigating risks of such violations taking place. Alma Angotti is a Partner and Co-Head of the Guidehouse Global Investigations & Compliance (GIC) practice. Ms. Angotti is a recognized expert in anti-money laundering (AML), combatting the financing of terrorism (CFT) and economic sanctions compliance. She has counselled her clients in a variety of projects, and managed gap analyses, compliance program reviews, risk assessments, remediation efforts, investigations, and historical transaction reviews. Her clients

include large, complex, global financial institutions, global payments institutions, mid-sized banks, broker-dealers, and Fintech and digital assets companies, hedge funds, casinos, and multinational corporations.

 

Anne Marie Minogue

Senior Director

A Senior Director in Guidehouse's Global Investigations & Compliance Practice, Anne Marie Minogue is a veteran in financial investigations. Expert in indications of fraud, corruption and money laundering, she conducts investigations, assesses fraud, anti-bribery & corruption ("ABC"), & anti-money laundering risk management capabilities, and reviews regulatory compliance activities.

Ms. Minogue supervised anti-money laundering reviews of banks, casinos, trusts, mutual funds, and broker-dealers, and also led anti-fraud and corruption reviews including program reviews, risk assessments and investigative unit evaluations. She assisted clients in enhancing and developing ant-fraud and corruption policy, procedures, due diligence protocols and monitoring for red flags of fraud and corruption. Holding various positions of leadership with the IRS Criminal Investigation Division prior to joining the consulting industry, Ms. Minogue led noteworthy publicized investigations. A leader in criminal tax enforcement, Ms. Minogue planned and executed programs for various district offices including financial crimes related to legal and illegal income which included Title 26 (tax crimes), Title 31 (currency crimes) and Title 18, 1956 & 1957 (money laundering.

 

Irene Pasternak, CFE, CAMS

Director

IIrene Pasternak is a Director in Guidehouse's Global Investigations and Compliance (GIC) practice in Washington, D.C and the head of GIC's Investigative Due Diligence (IDD) team. Irene began her career as a consultant at the Department of Institutional Integrity of the World Bank where she was engaged in a variety of complex fraud and corruption investigations and conducted ABC and fraud prevention trainings for World Bank country office employees. She has over 15 years of experience in the fields of anti-bribery and corruption ("ABC"), anti-money laundering ("AML"), international sanctions and anti-fraud compliance, investigations and remediation. Irene is fluent in English, Hebrew, and Russian.

 

Tracy Ellen Angulo, J.D., CFE, CAMS

Associate Director

Tracy Angulo is an Associate Director in the Global Investigations & Compliance practice. She is an accomplished attorney, Certified Fraud Examiner ("CFE"), and Certified Anti-Money Laundering Specialist ("CAMS") with over 20+ years expertise in administrative law and investigations, the last 15 in securities law and regulation, anti-money laundering ("AML") compliance and financial fraud investigations, allowing her to bridge the worlds of regulation, auditing, compliance, and litigation. 

As an Institutional Integrity Officer at the World Bank Group, Ms. Angulo was engaged as a lead investigator in a variety of complex, high-profile fraud and corruption investigations and led a mission to the Africa Region to investigate allegations of embezzlement and fraud.
